a)    Since when are you facing this issue? What changes were made to the system between the time everything last worked and when you noticed the problem?
b)    Which web browser are you using? Internet explorer or Mozilla?
c)    Does this happen with every download or just this particular one? Does this happen only with large files?

Step 1: Delete Temporary Internet Files
Open internet explorer

Go to Tools>Internet Options >on the General tab

Under browsing history >Temporary Internet files, click Delete Files, Click OK
Step 2: Make sure downloads options in browser is enabled.
Open internet explorer
1)    Click on Tools (in the menu)
2)    Select Internet Options
3)    Click on the Security tab
4)    Click on the Custom Level button
5)    Scroll down to Downloads section:

Boot in Safe Mode:

Open Run command as previously described
Type MSConfig
Click on Boot tab
Tick Safe boot in Boot option
Select Network
Click Apply and OK
Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.

Using Windows troubleshooter:

Click on Search on Charm bar and type Troubleshooting. Click on the very first option.
A new window will open. Click View all from the left pane.
Scroll down to the bottom and click on Windows update.
Troubleshooter window for Windows update will pop up. Click on NEXT. It may ask you for administrative permission.
The troubleshooter will automatically detect problems and fix it.
Now, close this window and try download/install the app which was previously showing error.

Natively, it's impossible to run 16 bit code on a 64bit OS.
If you run Windows 7 Professional, go online and download Windows XP mode, which is essentially a 32bit XP VM.
Inside of that VM you can run 16bit code (like DOS programs) again.

System Update Readiness Command: To Fix DOS environment

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve DOS environment in Windows.

Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).

Manually editing the Windows registry

Manually editing the Windows registry to remove invalid MACHINE_CHECK_EXCEPTION keys is not recommended unless you are PC service professional. Incorrectly editing your registry can stop your PC from functioning and create irreversible damage to your operating system. In fact, one misplaced comma can prevent your PC from booting entirely!

Caution: Unless you an advanced PC user, we DO NOT recommend editing the Windows registry manually. Using Registry Editor incorrectly can cause serious problems that may require you to reinstall Windows. We do not guarantee that problems resulting from the incorrect use of Registry Editor can be solved. Use Registry Editor at your own risk.

To manually repair your Windows registry, first you need to create a backup by exporting a portion of the registry related to MACHINE_CHECK_EXCEPTION (eg. Windows Operating System):

Click the Start button.
Type "command" in the search box... DO NOT hit ENTER yet!
While holding CTRL-Shift on your keyboard, hit ENTER.
You will be prompted with a permission dialog box.
Click Yes.
A black box will open with a blinking cursor.
Type "regedit" and hit ENTER.
In the Registry Editor, select the Error 0x9C-related key (eg. Windows Operating System) you want to back up.
From the File menu, choose Export.
In the Save In list, select the folder where you want to save the Windows Operating System backup key.
