Troubleshooter of Error: All websites ask if I want to allow this webpage to be viewed since reinstalling

All websites ask if I want to allow this webpage to be viewed since reinstalling

Original title: How do you fix User Account Content Advisor - administrator user requires password for EVERY site!!!!
I have Vista laptop.
Had a trojan virus.
Have done so many things I can't recall all of them but initially downloaded a spyware/malicious removal program.
Had to reset computer to 'original' settings (laptop 4 years old - when Vista first came out and had
it's own huge set of irritating problems due to early release and lots of bugs).
I went into my LAN settings and believe this is when my computer settings changed like I'm in an office environment, not a personal user.
Now I have an administrative control
password I'm required to enter for every cotton pickin' keystroke I make - there are 3 choices: always allow this webpage to be viewed; always allow this website to be viewed; allow only one viewing (close enuf).
No matter what I check, returning to the SAME
page I just told it to allow me to ALWAYS see, again requires the stupid password.
Research told me it's best to set up a guest user account and do not require a password for that.
Vista/Windows, whoever invented this idiotic security feature, will NOT allow
you to turn off the password requirement for the main user.
It doesn't make any difference - so don't waste you time.
even as a secondary user with no password checked, the d A R N thing pops up every time.
I can't function on my computer anymore! HELP please
anyone???? I went to run the FIX-IT program for "usere account" controls and get an error code.
I have rescanned and do not have a virus.
.
.
so it says.

Don't Download Malware

Where are you getting the download?

There are malicious people who download valid copies of a popular download, modify the file with malicious software, and then upload the file with the same name. Make sure you are downloading from the developer's web page or a reputable company.

Cancel or deny any automatic download

Some sites may automatically try start a download or give the appearance that something needs to be installed or updated before the site or video can be seen. Never accept or install anything from any site unless you know what is downloading.

Avoid advertisements on download pages

To help make money and pay for the bandwidth costs of supplying free the software, the final download page may have ads. Watch out for anything that looks like advertisements on the download page. Many advertisers try to trick viewers into clicking an ad with phrases like "Download Now", "Start Download", or "Continue" and that ad may open a separate download.
