I have been using a photo html creator program called JAlbum with no problems. Since upgrading to Windows 8.1 and IE 11, the html files created by JAlbum stored locally on the hard drive will not display properly in IE11. When IE11 opens the locally stored
index.html file, it looks like a text file. However, this same file can be viewed properly using Chrome. And, once the files are uploaded from the local folders to a server, they load and view properly.

I have seen a suggestion to change a security setting in IE11>Tools>Internet Options>Advance> scroll down to security and check the box "allow active content to run in files on My Computer". I did this but no changes.
