Cannot open any apps or windows related tasks.

I have windows 8.1 installed.

I cannot open any apps from my start page.
All I get when clicking on the app tile is a blank blue screen and then it goes back to the start page.  I have tried everything.
My last resort was to restore windows 8 by going to the pc refresh page in settings.
I cannot even open that.
I get a blank blue page as well.
This windows 8 and 8.1 is a  piece of sh.....
