I'm having the same problem.
It is not a Blackberry installer issue.
Its a Microsoft hotfix.
It was published by Microsoft and that makes it a Microsoft issue.
I have no other processes running and alot of space available.
The hotfix doesn't say how much
space it requires during the error.
This hotfix needs to be reworked.
