Can't Download .NET Framework 3.5 SP1

I have attempted to download .NET 3.5 SP1 and it has came up with either something about:                                                                                    "turn
windows features on and off", 
on which, when i check the windows features, I cannot find .NET 3.5 SP1 but I can find .NET Framework 3.5.1, I enable it, along with XPS Viewer and XPS Services.


It then asks if it wants to reinstall properly, I do so.
But, at the end of the download and error appears with no error code.

  I've looked for many solutions and have found none, I have tried the clean up tool, nothing has happend.
